上白銀町の市役所と周辺観光の拠点
所在地は市役所本庁舎と同じ上白銀町1-1です。駐車場は年中無休で、窓口が閉まる土日祝でも通常の駐車制度が使えます。市役所自体の窓口は平日8時30分～17時、年末年始などは休みで、駐車場の営業日とは別です。近くの藤田記念庭園や弘前公園方面へ出かける場合も、駐車料金と観光施設の開閉館を分けて考えると、街歩きの戻り時刻を決めやすくなります。
一時間無料と窓口用務の無料扱い

通常の入出庫は7～21時30分で、21時30分～翌7時は入場も出場もできません。一方、夜間料金550円の区分は22～翌7時です。この時刻差があるため、夜間料金があることを深夜に車で帰れる意味と考えないようにします。周辺施設の催事などで入出庫を22時まで延長する場合がありますが、通常の旅程は21時30分を基準にします。日をまたぐ駐車では翌朝7時以降の出庫となります。

A base beside City Hall in Kamishirogane-cho
The car park shares City Hall’s address, 1-1 Kamishirogane-cho. It operates all year, including weekends and public holidays when office counters are closed. City Hall counters normally open weekdays 08:30–17:00, excluding holidays such as New Year; this is separate from parking operation. For nearby Fujita Memorial Garden or Hirosaki Park, plan the attraction’s opening and the return to the car alongside the parking tariff.
One hour free and the separate City Hall-business concession
General users receive the first hour free, with daytime parking 07:00–22:00 charged at ¥100 per thirty minutes. Fractions count as a full thirty-minute unit. City Hall business, including counter visits or meetings, qualifies for free use beyond one hour; this is separate from sightseeing. Distinguish the short general allowance from the administrative-business concession. If staying longer, budget for the daytime increments.
The 21:30 access cutoff and overnight tariff
Usual vehicle access is 07:00–21:30; neither entry nor exit is possible from 21:30 to 07:00. The separate ¥550 overnight charging period runs 22:00–07:00. An overnight tariff therefore does not permit late-night departure. Events at surrounding facilities may extend access to 22:00, but plan ordinary visits around 21:30. Cars left overnight can depart from 07:00 the next morning.
No motorcycles and exploring nearby places on foot
Motorcycles are not admitted. When leaving the car to explore on foot, decide the return time around dinner or evening events. A visit to Fujita Memorial Garden’s night opening, for example, must fit both its admission deadline and this car park’s exit cutoff. Visitors with official business should also match the weekday counter hours and relevant floor. Sightseeing users follow the general time-based parking tariff rather than the City Hall-business concession.
