At Ryugukutsu, look up through a natural skylight from the cave floor, then view its landform from the upper path. Waves eroded layers of submarine volcanic deposits before part of the roof collapsed. Plan a daylight stop on the Toji coast with time for the steps and uneven unpaved paths.

A skylight formed by waves and volcanic layers
Part of a large sea cave’s roof collapsed to create the skylight, around fifty metres across. Yellow-brown volcanic gravel forms layers in the walls, contrasting with the seawater beyond. Steps from the roadside entrance lead down beneath the opening. Observing the strata and the action of the waves gives a close view of how Izu’s coastline formed.
Visit the cave floor and upper path
After seeing the interior, return towards the parking area and take the path around the top. It provides a view of the heart-shaped landform below, with glimpses of the sea between trees. The route includes steps, unpaved ground and slippery sections. Wear suitable walking shoes and stay back from the edges at the viewpoints.
Access limits and coastal safety
Parts of the cave are closed because of falling-rock hazards. Rocks cover the ground below the steps, and waves enter from the sea. Swimming is prohibited. Keep within the permitted area and watch your footing. Paths become dark on winter evenings, so allow enough daylight to see both the interior and the upper viewpoints and return safely.
The Toji bus and paid parking
The drive or taxi journey from Izukyu-Shimoda Station takes around fifteen minutes. Take the Toji bus from station stop two for about twenty minutes, alight at Ryugukutsu and walk about three minutes. The small parking area has around ten spaces, costing ¥500, or ¥1,500 in the summer season. Group-tour bus parking requires a reservation and costs ¥2,000 per visit per day. Toilets are beside the lot; nearby Toji Sand Skiing Ground can be combined with a coastal walk.
Other stops to combine within Shimoda
Ryugukutsu and Shimoda Yamatokan at Tatado Beach are coastal stops, while Ishizuka and Watanabe Parking are near the station. Add the return bus journey to Toji when coordinating meals and arrival at the inn. Yamatokan cannot serve dinner to meal-plan guests arriving at or after 18:30.
